New York Democrat's have regained control of the state Senate after Senator Pedro Espada of the Bronx rejoined the Democrats, breaking a 31-31 split between the two parties in the Senate.
Democratic Senator Malcolm Smith, at a broadcast Albany news conference, said he was now the Senate President.
